In respect of the Minister’s portfolio responsibilities for any of their departments, agencies, government trading enterprises or boards I ask: (a) as at 1 July 2017 are there any vehicles owned or under lease which have not been procured through existing state fleet arrangements and if so: (i) what is the make, model and associated cost of each vehicle; (ii) what is the registration nature of each vehicle (i.e. q-plate etc.); (iii) were any accessories fitted to the vehicle and if so, what were they and what did they cost; and (iv) why was each vehicle procured external to the state fleet arrangement; and (b) as at 1 July 2017, how many vehicles were owned or under lease which were procured through the state fleet?

Aqwest (a) Yes. (i) [See tabled paper no.]. (ii) Most vehicles have standard issue plates. One vehicle has private plates “AQWEST” [See tabled paper no.]. (iii) [See tabled paper no.]. (iv) Aqwest (Bunbury Water Corporation) is not obliged to follow State Fleet arrangements. A request for quote was issued through tenderlink and the responses were evaluated. A competitive bid process was successfully undertaken for the procurement of the vehicles (b) Nil.

ChemCentre (a) All vehicles have been leased through the State Fleet CUA. ChemCentre owns a Mercedes Emergency Response Van. (i) Mercedes-Benz Sprinter, 1CEI267. ChemCentre paid $1,055 for the vehicle when the original Fleetcare lease expired. Operational costs include: Management fee: $16.06 per month and Registration $368.10. (ii) Standard issue plates. (iii) The van is fitted with after-market driving lights to enable safer driving in hazardous conditions. The cost of the lights is estimated to be $250. (iv) The vehicle was not purchased external to state fleet arrangements. It is owned as it was economically sensible not to replace the vehicle at the end of its lease given the distance that this specialist response vehicle travels (b) 8

Water Corporation (a) Yes. Due to the number of vehicles involved, I am not prepared to provide specific details on each one. However, I advise: (i) Water Corporation uses around 1,000 light vehicles covering a panel of recognised brands, and more than 1,200 trucks, heavy vehicles and some marine fleet. (ii) Standard Western Australian plates. (iii) Accessories are fitted to the majority of vehicles to ensure a safe, fit for purpose vehicle to conduct water, wastewater and drainage services. (iv) It represented a more cost-effective solution and vehicles in excess of three tonnes are not provided by state fleet. (b) 75
