(1) How many instances of suspected meter tampering have been identified since 2006?
(2) How many instances of meter tampering are currently in the process of investigation?
(3) How many instances of suspected meter tampering have been investigated and found not to have occurred?
(4) Have any repeat offenders been identified?
(5) If yes to (4), what actions have been taken against repeat offenders?
