Treasurer:
I refer to the answers to my
question without notice 13 asked on 12 February and to my question yesterday on
the impact of iron ore prices on GST revenues.
(1) What section
of the Treasury Laws Amendment (Making Sure Every State and Territory Gets
Their Fair Share of GST) Act 2018 guarantees that top-up payments to Western Australia
will be increased to offset our GST relativity if the Commonwealth Grants
Commission recommends a decrease in GST payments to the state as a result of
sustained high iron ore prices causing a significant rise in iron ore royalties
received in any year prior to the 2022–23 floor being introduced?
(2) What other
written guarantee does the Treasurer have that ''changes in top-up
payments offset � our GST relativity'', which is his quote from
yesterday?
(3) What
guarantee does the Treasurer have that a Shorten Labor government will ensure
that ''changes in top-up payments offset � our GST relativity''?

provide untied top-up funding from 2019–20 to 2021–22.
(2) Please refer

(3) The federal
Labor opposition has regularly committed to a GST floor of 70 per cent from
2019–20 and 75 per cent from 2024–25.
