The Report on Consultants Engaged by Government for the six months to 30 June 2025 confirms a payment of $474,546 by the Department of Jobs, Tourism, Science and Innovation to Deloitte Touche Tohmatsu to deliver net zero supply chain study to identify current and future supply chain risks and opportunities for the technologies and infrastructure needed to support WA’s decarbonisation efforts. Can the Minister advise: (a) What was the process used to engage Deloitte Touche Tohmatsu ; (b) Has Deloitte Touche Tohmatsu provided Government with a draft or final report: (i) If so, can this be tabled; and (ii) If not, why not; (c) What were the outcomes from this consultancy; (d) Have the results been shared with entities or individual’s external to the State Government: (i) If so, when and who; and (ii) If not, why not; (e) What were identified as the benefits to the State for such an initiative; (f) What were identified as the challenges to the State for such an initiative; (g) Has the consultancy led to changes in Government policy and or priorities with respect to this issue: (i) If so, why; and (ii) If not, why not; (h) What consultation process did Deloitte Touche Tohmatsu follow in undertaking this work; (i) Who was consulted and when; and (j) Were updates provided to Government during the consultancy: (i) If so, when and to who; and (ii) If not, why not?

(a) Deloitte Touche Tohmatsu was engaged following an open competitive procurement process, conducted in accordance with the Western Australian Procurement Rules.

(e) Benefits to the State from undertaking the net zero supply chain study include developing an understanding of the strategic supply chains required for the deployment of critical technologies and infrastructure to support the decarbonisation of Western Australia’s heavy industry sector, together with an understanding of the risks and opportunities associated with these supply chains.
(f) Key challenges in identifying current and future supply chain risks and opportunities to support heavy industry decarbonisation include the range of factors impacting supply chains, evolving technologies, and the various decarbonisation solutions that may be adopted depending on industry-specific applications and circumstances.

(h) The consultation process followed by Deloitte Touche Tohmatsu included identifying relevant stakeholders in consultation with the department, engaging stakeholders through various methods such as workshops and interviews, and verifying findings and outputs with stakeholders where required.
(i) Consultation was undertaken with relevant industry and government stakeholders at various times during 2025.
(j)-(j)(i) The department received updates on the project as part of regular project management meetings with Deloitte Touche Tohmatsu. Relevant Ministers were not updated during the consultancy, however a Ministerial briefing will be provided for consideration following finalisation of the report.
