Leader of the House representing the Minister for Training and Workforce
Development:
I refer to the student fees
collected by the Department of Training and Workforce Development and its
agencies.
(1) What is the estimated total
income from student fees for each of 2016, 2017, 2018 and 2019?
(2) How much are
student fees projected to increase in each of 2017, 2018 and 2019 both in
dollar terms and as a percentage?

I thank the honourable member for
some notice of the question. It was asked on 20 October.
I note in relation to questions (1)
and (2) that due to the uncertainty around the scheduled cessation of the
National Partnership Agreement on Skills Reform, it is not possible to project
fee income beyond 2016. Decisions on fee increases are made each year by the
government.
(1) At the time of preparation of the 2016 budget
estimates of the former 11 state training providers, the total estimated
student charges and fees to be collected by the TAFE colleges in 2016 was $93 520
978. Estimated receipts for international student delivery to be collected by
the Department of Training and Workforce Development were as follows: 2016–17,
$42.974 million; 2017–18, $43.999 million; 2018–19, $45.049 million;
and 2019–20, $45.049 million.
(2) The projected
increase in regulated student course fees for priority industry qualifications
and general industry qualifications is four per cent per annum over the current
forward estimates. The remaining qualification categories are projected to
increase by consumer price index over the current forward estimates. It should
be noted that decisions on fee increases are made each year by the government.
