GOODS AND SERVICES TAX DISTRIBUTION
507. Mr B.S. WYATT to the Premier:
I have a supplementary question.
Again I refer to the Premier's statement yesterday —
The objective of the Prime Minister
is to have that system in place this year.
The Treasurer confirmed as follows —
the Prime Minister intends to put in a floor
and announce it this year
What exactly will be put in place
and announced this year?

As I said, the floor will come into
place, I would think, during the 2019–20 year; okay?
Mr
M. McGowan interjected.
Mr
C.J. BARNETT : There is no point, Mr Speaker.
The
SPEAKER : Leader of the Opposition, I have called you once already; let the
Premier answer.
Mr
C.J. BARNETT : The floor—let us say it is 70c—will come into
play in 2019–20. That is most likely under Treasury projections—both
state and commonwealth. Sometime before then, the floor will be determined.
There will be a discussion at the Council of Australian Governments, although
COAG has no authority; it is up to the federal Treasurer. There will be a discussion
well before that as to what the floor will be.
Mr
B.S. Wyatt : What were you referring to then?
Mr
C.J. BARNETT : I am answering your question.
I suspect that some of the states
will argue for a higher floor than Western Australia is advocating; they will
advocate for a higher floor, not a lower one. At some stage—maybe at
the time of the next COAG meeting—that will be discussed, because every
state will have a view. I suggest that the four biggest states will all agree
on a floor being put in. Stop shaking your head, member for Albany; you were
rude in Albany when I went down there and you are rude in this chamber.
Several members interjected.
The
SPEAKER : Thank you!
