FLORENCE
HUMMERSTON BUILDING
718. Mr J.N. HYDE to the Minister for Planning:
I refer to the minister's decision to rebuild the
heritage-listed Florence Hummerston building a couple of hundred metres from
its original position.
(1) In
addition to the $1.4 million to dismantle the building, what has been the cost
to store it, move it and now to have to rebuild it?
(2) What is
the cost of all the compensation claims for the 33-year restaurant lease that
the minister's government broke as part of his bad decision?

I thank the member for the question. I was actually hoping to
have a question on this subject from our side, but time is running out and I
appreciate the member for Perth's assistance! The difference between a
member on this side and the member for Perth asking the question, though, is
that the member for Perth is an opponent of just about everything happening —
Mr J.N. Hyde interjected.
Mr J.H.D. DAY : —
in the Perth CBD, whereas members on this side are enthusiastic supporters of
the transformation that is happening in Perth as the capital of Western
Australia.
Several members interjected.
The
SPEAKER : Thank you, members!
Mr
W.J. Johnston interjected.
The
SPEAKER : Member for Cannington!
Mr
J.H.D. DAY : The Elizabeth Quay project is —
Mr
J.N. Hyde : Costs, please! Are you scared?
The
SPEAKER : Member for Perth!
Mr J.H.D. DAY : The
answer to the question is as follows.
(1)–(2)
The Elizabeth Quay project is at long last well underway after about 30 years
of debate and various proposals. In spite of the opposition's, at best,
fence-sitting approach on this issue and the more recent approach of saying
that it opposes the project and would stop it if it could, it will not be able
to because it is actually underway. That is certainly another very clear
example of fence-sitting by the opposition and the Labor Party.
Mr W.J. Johnston interjected.
The SPEAKER :
Member for Cannington, I do not want to hear your interjections. I am going to
indicate to you, by telling you that I am formally calling you to order for the
first time, that I do not want to hear from you again in this question time.
Mr J.H.D. DAY : It
was with some pleasure that I announced on the weekend that the Florence
Hummerston kiosk will be reconstructed and incorporated on the island at the
centre of the Elizabeth Quay project.
Mr J.N. Hyde : That's
a huge backflip. You announced it was going to the Supreme Court Gardens.
Mr
J.H.D. DAY : There is no backflip at all.
The SPEAKER :
Member for Perth, if you want some answers to the questions that you have put,
I suggest you listen to the Minister for Planning. My inclination at this point
is to sit down and call question time over.
Mr J.H.D. DAY : I
think most members of the community would welcome the fact that this very
historic and heritage-listed building will be reconstructed in close proximity
to where it was previously located. It will in fact be much more accessible to
many more members of the public than was its most recent use as the fine-dining
Cantonese restaurant that was there. It has had an interesting history over the
last century almost. It was originally constructed for providing refreshment
rooms and changing facilities. Again, it will be able to be used by families,
visitors and local residents to go and get a coffee, an ice-cream or a cool
drink. There will be a playground for children on the island. The heritage part
of the kiosk that was there previously will be reconstructed, and I think that
is a very welcome aspect of this project.
In relation to the specific costs, I
do not have those. Indeed, that would not be determined at this stage.
Mr
B.S. Wyatt interjected.
The
SPEAKER : Member for Victoria Park, I formally call you to order for the
second time today; and, members, that concludes question time.
