Minister for Transport:
I refer to the Metronet 4G communications contract awarded to
Huawei by the government.
(1) When was
the panel that made the recommendation for the contract award formed, and on
whose authority was it formed?
(2) Which
individuals were members of that panel, what are their names and from which
organisations did they come?
(3) When did
that panel decide to recommend Huawei as the preferred contractor, and for what
reason or reasons?
(4) On what date was that recommendation communicated to the
minister's office?

(1) The
procurement plan for the radio system replacement project was signed by the
managing director of the Public Transport Authority on 1 February 2017. The
evaluation panel for the shortlisting process was formed on 13 July 2017.
(2) The
members of that panel were the executive director, major projects unit, PTA;
director, infrastructure services, major projects unit, PTA; project director,
PTA; project communications engineering manager, PTA; communications
engineering manager, PTA; and the contracts coordinator, PTA. The evaluation
panel was supported by a range of internal and external technical and
commercial advisers.
(3) The
evaluation panel recommendation report was signed by the evaluation team on 14 March
2018 and approved by the chief executive officer on 10 April 2018.
(4) The
minister was advised on 11 June 2018 that Huawei UGL was the preferred
proponent; however, the final contract was not finalised until 6 July 2018.
