SCHOOLS —
STUDENT-CENTRED FUNDING MODEL
43. Hon SUE ELLERY to the
Minister for Education:
(1) Can the
minister confirm that schools will receive their whole year's funding
at the beginning of the year, rather than through a number of gateways throughout
the school year?
(2) Is there a
process for schools to receive funding for students who enrol after the census
and after the year's funding has been received by the school?
(3) If yes to
(2), will the new school receive a full year's funding or pro-rata
funding, depending on when the student enrols?
(4) If yes to
(2), in the case of students changing government schools within WA, is that
funding removed from the students' old school and reallocated to the
new school?
(5) If no to
(4), has the government made allowance in the education budget for this double
funding?
(6) If yes to
(5), how much has been set aside to cover these student movements?
(7) If no to
(6), how are schools that grow rapidly during the school year expected to fund
the extra students?

I thank the honourable member for some notice of this
question
(1) Schools
were advised of their preliminary budgets in 2014. This information will be
confirmed following the census, with operational budgets made available in March
2015. The cash component will be provided through two gateways: 50 per cent in March and 50 per cent in July. This is consistent
with previous years.
(2) Yes.
(3) When
significant enrolment growth is experienced after the census, funds are provided
pro-rata from the date the school provides evidence of the significant increase
in enrolments. Eligible students with an individual disability allocation
receive funding on a pro-rata basis depending on when they enrol in the school.
(4) No, with
the exception of individual funding for students with disability, which moves
with the student.
(5) No. It is
not unusual for students to move between schools each year. There is no double
counting of students, as all schools are funded based on census enrolments.
Adjustments to school budgets are made when there is significant growth in
student enrolments after the census.
(6)–(7)
Not applicable.
