The Minister for Justice provided the following reply: (1) No. (2) Under the heading of Operational Standards a greater range of functions was carried out, all having an operational impact, than the exclusive development of operational standards per se. The Operational Standards Branch was formed to research and establish Offender Management policy to ensure a consistency of operations across the State's prisons thereby deriving and publishing "best practice" operational standards. During the fiscal periods 1997-98 and 1998-99 the branch prepared a complete set (55) of Director General's Rules.
