I refer to Infrastructure WA’s Major Infrastructure Proposal Assessment (Office of Major Transport and Infrastructure Delivery – Perth Entertainment and Sporting Precinct Summary Assessment Report), which notes that under the alliance contract model the Target Outturn Cost (TOC) would ordinarily be finalised as detailed design progresses, and I ask: (a) has the Target Outturn Cost now been finalised; (b) if yes to (a), what is the Target Outturn Cost; (c) if no to (a), when is it expected to be finalised; and (d) what factors have contributed to any delay in finalising the Target Outturn Cost?
