I have a supplementary question. Is
ignoring the donations by property developers Labor's way of putting —
Ms R. Saffioti interjected.

and ministers, I would like the supplementary to be able to be heard clearly by
everyone and then answered by the Premier.

Madam Speaker. Premier, is ignoring the donations of property developers the
Labor Party's way of putting its interests ahead of the interests of integrity
in Western Australia?

This
bill is about transparency. It is about accountability. It is about integrity.
This goes even further than our original promise that we made to the people of Western
Australia to bring these reforms in. Members may recall that this was an
election commitment we made in 2017. Members may recall that we introduced
these laws in 2020. Members may recall that they were opposed by some members
of the Parliament. The question is: are members opposite in support of
transparency, accountability and integrity, or are they opposed? As I said,
these laws go beyond the laws that we brought in in 2020. They go to the next
level. They will introduce real-time disclosure of political donations. No
other state has gone that far. It is an important next step in continuing to
improve our democracy. I fervently hope that all members of Parliament would
support the important principles enshrined in this bill.

Order 75 — Questions Concerning Campaign Donations — Statement
by Speaker
The
SPEAKER : Before I give the call to the member for Dawesville, I am
looking at the appropriateness of the question
asked by the Leader of the Opposition. I have had drawn to my attention the
ruling given by Speaker Clarko in the past that related to standing
order 75. It was in respect of questions from the then member for Victoria
Park. The Speaker said —
It is not in order for a member to
ask a Minister about campaign donations unless there is a direct and specific
link with the Minister's portfolio responsibilities.
I draw members' attention to
standing order 75 and the footnotes that accompany it if they want to study
them more carefully, and to the previous
ruling by Speaker Clarko given that this may not be the last question of this
nature that someone wants to ask.
