I refer to the four capability elements for local governments, and I ask: (a) what percentage of local governments are meeting all four capabilities at a basic level; (b) what percentage of local governments in the South West region are meeting all four capabilities at a basic level; and (c) please provide a breakdown, per individual capability, of the percentage of local government authorities are meeting the requirements at a basic level for both the State overall and specifically for the South West region?

(a)In 2015, five capability elements were assessed (these are listed in the table below). Overall, for the 88 local governments assessed in 2015, 36 per cent reported that they met all five capability elements.
(b) For the 28 South West local governments that responded in 2015, 43 per cent met all five capability elements.
(c)The performance of all assessed local governments and South West local governments per capability element are presented in the table below.
