I refer to the decision by the Government to reduce the state’s car fleet by 10 percent as many are, ‘not used for operational purposes’, thereby putting essential frontline services at risk of being under-resourced, and ask -
(1) What is meant specifically by ‘operational purposes’?
(2) How does the Government intend to implement the 10 percent reduction on, for example, the five agencies that only have one car, or the eleven that only have two cars?
(3) How many cars are allocated to the Department of Premier and Cabinet?
(4) Are the cars used for front line service delivery?
(5) If yes to (4), what services are they?
(6) What implementation process has the Premier put in place, to assist Agencies in managing this car fleet reduction?
(7) Are cars that are part of Government senior management salary and fringe benefit packages considered as part of the Government’s car fleet?
(8) If yes to (7), are they subject to the 10 percent reduction target?
(9) If no to (8), why not?
(10) If yes to (8), how many vehicles assigned to senior management have been cut?
(11) How many Government cars are assigned to each Minister’s office and list the names and positions of the personnel to whom they are assigned?
(12) How many of these will be cut from each Minister’s office?
(13) If the Government wants immediate action why aren’t further cuts being made to the cars currently allocated to Ministerial advisers?

Department of the Premier and Cabinet advises:
(1) The Western Australian Government Fleet Policy and Guidelines includes the term "operational requirements" when referring to justifications for vehicles. This policy is administered by the Department of Treasury and Finance and it may be appropriate to seek a definition from that agency. The Department of the Premier and Cabinet applies the term in the sense of being connected with the operations of the agency's business.
(2) The Department of the Premier and Cabinet is not responsible for implementing this policy. The Department of Treasury and Finance is responsible for implementing this policy.
(3) The Department of Treasury and Finance has advised that the Department's fleet size is 200 vehicles. A substantial number of these vehicles are provided to members of parliament by virtue of the Department's administration of a determination of the Salaries and Allowances Tribunal. A further category is vehicles provided to office holders.
(4-5) The vehicles are all utilised for operational requirements with the exception of those vehicles provided to members of parliament and departmental officers by virtue of a determination of the Salaries and Allowances Tribunal. In those cases the vehicle is considered to be part of a package of remuneration and entitlements.
(6) See answer to part (2).
(7) If the member is referring to vehicles provided by virtue of a remuneration determination for members of the Special Division or members of parliament issued by the Salaries and Allowances Tribunal, then yes.
(8) The Department of Treasury and Finance have advised that they are to be included in the overall target of a 10% reduction. This includes vehicles provided to members of parliament.
(9) Not applicable
(10) Nil. It is not possible to remove a vehicle from an individual where the Salaries and Allowances Tribunal has determined they are eligible for a vehicle unless the individual forgoes the vehicle in favour of receiving an allowance in lieu of the vehicle.
(11) The member is directed to the answer to Legislative Council Question on Notice 1244.
(12-13) The Department is working with Ministerial offices to reduce vehicle numbers wherever possible in order to meet the Department's overall target.
