62. Hon STEPHEN DAWSON to the
Leader of the House representing the Premier:
I refer to the Barnett government's recent
appointment of a new Mental Health Commissioner.
(1) What is
the new commissioner's annual salary and is this the same as the salary
paid to the former commissioner?
(2) What is the
term of appointment of the new commissioner?
(3) What was
the contract period for the former commissioner?
(4) Did the
former commissioner advise the government that he wanted to leave the position
or was he asked to relinquish the role?
(5) Why was
standard government practice to advertise a vacant position not followed?

The Public
Sector Commission advises —
(1) Mr Marney
was transferred to the Mental Health Commission in accordance with section 50
of the Public Sector Management Act 1994 and retained his former salary of $429
409 per annum. The former Mental Health Commissioner was paid $264 900 per
annum as determined by the Salaries and Allowances Tribunal.
(2) Section 50
of the Public Sector Management Act 1994 provides that the transfer does not
affect the term of Mr Marney's contract, which expires on 19 June 2015.
(3) Mr Bartnik's
contract expires on 15 August 2015.
(4) Following
discussions between the minister and the Public Sector Commissioner, and
consultation with Mr Bartnik, in accordance with section 50 of the Public
Sector Management Act 1994, the Public Sector Commissioner recommended to the
Governor that Mr Bartnik be transferred to the performance of other functions
in the senior executive service.
(5) Mr Marney
was transferred to the role in accordance with section 50 of the Public Sector
Management Act 1994, and in that case it was not necessary to advertise the
position.
