COCKBURN CEMENT - ENVIRONMENT IMPROVEMENT PLAN WORKING GROUP
Some notice has been given of this question. I refer to the 1 November 2006 meeting of the Cockburn Cement Ltd environment improvement plan working group. (1) Is the minister aware that an officer from the Kwinana office of the Department of Environment and Conservation made a request on his behalf that the meeting vote in favour of reducing the four-yearly stack testing, which is part of the licence conditions, to two tests a year? (2) If yes to (1), who gave the officer the authority to make such a request? (3) If yes to (1), does the EIP working group have the power to agree to such a change of conditions? (4) Has Cockburn Cement made application to burn alternative fuels such as rubber tyres, plastic and commercial building waste in its kilns, as reported by the officer from the Kwinana DEC office at the meeting? (5) If yes to (4), will the minister approve such a request? Hon LJILJANNA RAVLICH

I thank the honourable member for some notice of this question. (1) The minister requested Cockburn Cement Ltd to undertake public consultation regarding its request to reduce the amount of stack testing. The minister mentioned specifically to consult with the members of the environmental improvement plan group. It was CCL that consulted the members and not the officer of the Department of Environment and Conservation. The officer provided information to the members but he withheld his vote on this matter. (2) Not applicable. (3) The environment improvement plan group does not have the power to amend this licence. The members were consulted on this matter. (4) There is no request from CCL to change the current licence to allow the burning of alternative fuels. (5) Not applicable.
