I refer to the Minister's media release in relation to C-series railcar manufacturing, on 7 April 2024, which says, "The Government is currently meeting its 50 per cent local content target", and I ask: (a) what criteria are used to determine local content; (b) how are imported components that are assembled locally accounted for in the local content target; (c) is the value of local labour considered part of the local content target; and (d) is the value of ongoing repairs and maintenance considered part of the local content target?

(a)-(d) Local content is calculated based on the manufacturing and delivery phase of the project in accordance with the methodology set out in the Contract between the Public Transport Authority and Alstom.
