See tabled paper. (2) A number of major projects have been delayed during 2002-03 due to delays in obtaining environmental and heritage clearances together with delays in the contract tendering process. This has resulted in a lower level of expenditure than allowed for in the 2002-03 road construction output. A number of projects were impacted as a result including Tonkin Highway, Roe Highway, Karratha – Tom Price Stage One and the Geraldton Southern Transport Corridor project. In addition to these delays the 2002-03 budget amount of $259.632 million also included an overestimation of funds anticipated at the time to be carried forward from 2001-02. (3) (a) $45.513 million including $3 million special funding that was not to continue past 2002-03. (b) $23.640 million. (c) Summary of funding to each Regional Road Group in 2003-04. Great Southern $ 1,332,445 South West $ 2,381,232 Gascoyne $ 671,821 Mid West $ 1,925,887 Goldfields/Esperance $ 996,534 Kimberley $ 775,665 Wheatbelt South $ 1,817,649 Wheatbelt North $ 2,944,815 Pilbara $ 783,791 Metropolitan $10,028,161 (d) The allocation for 2003-04 for State Initiatives is $20.351 million. The State Initiatives on Local Roads funding category is not a new category. In the 1995 State Road Funds to Local Government Agreement this category was identified under the heading of Major Projects. As a result of consultation with Local Government at the time of reviewing that agreement and developing the 2000-01 to 2004-05 agreement it was agreed that this funding category would be renamed as State Initiatives on Local Roads.
