With reference to regulation 65 of the
Road Traffic (Authorisation to Drive) Regulations 2008 (WA)
which commenced on 30 June 2008, I ask -
(1) Has the Minister attempted to raise public awareness about the mandatory reporting requirements for persons who have a ‘driving impairment of the person’ as defined in regulation 65?
(2) If yes to (1), what has the Minister done to raise public awareness?
(3) If no to (1), has the Minister considered that without a public awareness campaign, people with a driving impairment may be deterred from reporting given the intimidating language of the regulations?
(4) Since the introduction of the regulations, how many driving impairments have been reported?
(5) Out of those suspended, how many of the suspensions periods were in line with the recommendations contained in the ‘Assessing Fitness to Drive’ guidelines produced by Austroads Inc. (2006)?

(1) Yes.
(2) The Department of Transport placed information on the Licensing web page for the general public and in addition, Licensing's Central Customer Services section conducted presentations at hospitals, medical centres and various aged care facilities to inform and provide an insight to the reporting process. Presentations to the medical fraternity and other target groups are continuing.
Approximately 15 000 brochures and 2 000 posters were mailed in mid 2008 to all major hospitals, doctors' surgeries, support groups and individuals.
Through public awareness, feedback received and an internal review, future campaigns are planned through newspapers, surgeries, local government authorities and libraries.
In addition to the above, the Office of Road Safety ran a newspaper advertisement in The West Australian newspaper in November 2008.
(3) Not applicable.
(4) Approximately 4 000 notifications can be linked to Mandatory Reporting.
(5) All suspensions where a client is found unfit to drive have been made with reference to the 'Assessing Fitness to Drive' Guidelines and the assessing doctors' recommendation.
