(2) The 2007 evaluation involved a survey of parents and interviews with key stakeholders. The 2011 review included case reviews, surveys and consultation with staff.
(3) The 2007 evaluation was conducted by Synovate Pty Ltd. The 2011 review was undertaken by Progressing Priority Projects consultants.
