CANNABIS WARNING POLICY, LETTER TO PREMIER
I refer to my letter of 7 January 2002 to the Premier - I enclosed a copy of the letter with my notice - about the proposed new cannabis warning policy, to which I received an acknowledgment on 10 January 2002 but no further reply. (1) When can I expect a substantive reply to my letter? (2) What is the reason for the delay in replying? (3) Has the Government reconsidered its position on cannabis plant growing, as I requested? (4) What decision, if any, has been reached? (5) If the Government has not yet reached a decision, will the Leader of the House, in view of his previously expressed personal concerns - see The Geraldton Guardian of 24 November 1999 and 29 November 1999, copies of which I have if the Leader of the House would like to see them - use his best endeavours to ensure that the growing of cannabis plants is not brought within the cautioning system? Hon KIM CHANCE

I thank Hon Peter Foss for some notice of his question and for reading The Geraldton Guardian. (1)-(2) It was assumed that the member’s letter to the Premier, which was to draw the Premier’s attention to an enclosed newspaper article, was for the Premier’s information, and, as a consequence, the member received an appropriate reply. Hon Peter Foss: The reply was that he was away on holidays. I suppose that is an appropriate reply. Hon KIM CHANCE: That is even more appropriate. (3)-(4) The Government has set up a ministerial working party to properly analyse the issues surrounding cannabis legislation. The report of this group will be presented to the Government later this month. (5) My reported comments in The Geraldton Guardian in November 1999 are consistent with the Government’s position that there are dangers in legalising, rather than decriminalising, marijuana use.
