In relation to the $13,337,579 contract awarded to Northgate Public Services Pty Ltd for the supply of a housing management system and associated services (DOH59210):
(a) what sort of housing management system and associated services is this contract for;
(b) is this contract related to the implementation of the privatisation of Homeswest housing maintenance and, if so:
(i) was this system part of the original plan for the implementation of the new head contractor housing maintenance model;
(ii) why was it not introduced in July 2010 or soon after;
(iii) was this system fully costed and taken into account when the Minister announced in June 2010 that the privatisation of Homeswest housing maintenance would save taxpayers $20 million;
(c) when was the decision made to tender for the housing management system;
(d) who identified or approved the need for a housing management system, was the Minister consulted or informed of this decision and, if so, when;
(e) what problems, issues or efficiencies are expected to be resolved or improved by the implementation of this system; and
(f) from which part of the Department of Housing's budget (for example, maintenance, information technology services etcetera) has, or will, the $13 million contract be paid?

The Department of Housing advises:
(a) The Department has procured the Northgate Housing Management System along with implementation services and support for the management of properties, tenancies and related processes.
(b) No
(i)-(iii) Not applicable
(c) The decision to tender was approved on 10 November 2010.
(d) The Director General of the Department of Housing approved the need for a new housing management system to replace the current system. The Minister was informed of the decision on 11 August 2010.
(e) It is expected that the new system will provide more timely and accurate information to improve the management of the Department's assets.
(f) The Department has provided for the payment of the contract within the Information and Communication Technology Services budget.
