I refer to the Department of Finance's
''Guide to Tendering with Western Australian Public Authorities''
that states on page 27 —
If a contract requires substantial
variation to maintain effectiveness, it may need to be re-negotiated or
terminated and the request re-called to balance the interests of public
authorities and suppliers.
What level of variation would be
required in the scope of a project, after a successful tenderer has been selected,
for the process to be recommenced?

I thank the member for West Swan for
the question. That is a very detailed question about a contract amount. I do
have some knowledge of that, as I have mentioned before. Quite often, it is
very easy—this is just my knowledge of being involved in contracts. Any
variations of 10 to 15 per cent are fine; it is with anything greater than
that. I noticed when the member read that out, it said ''may''
require—so it is a ''may''. My understanding is the
department has discretion to look at it and seek advice. If there is a benefit
to the government of Western Australia, it may make the right decision.
