I refer to family violence programs including any rehabilitation, treatment or reintegration programs available for offenders within Western Australian prisons, and I ask: (a) how many offenders in custody are currently assessed as suitable for family violence programs as of 17 March 2026; (b) how many offenders in custody: (i) are currently participating in a program; (ii) are on a waitlist; and (iii) did not access a program prior to release in the past 12 months; (c) what is the current number of places available in family violence programs across custodial settings as of 17 March 2026; (d) what is the current average wait time for entry into family violence programs across custodial settings as of 17 March 2026; and (e) at what stage of an offender’s sentence are they assessed and referred to these programs?

The Department of Justice advises:
a-b) As of 17 March 2026, 477 offenders were assessed as suitable for Family and Domestic Vioelence programs. Of those, 267 offenders have either completed or are enrolled in a program. In the past 12 months, 193 sentenced prisoners did not complete an FDV program prior to release, noting that unless ordered by the court, the Department cannot compel participation.
c) 266 placements are available for the 2026 schedule.
d) The Department does not capture this data as the enrolments are subject to a range of factors, including but not limited to, a prisoner's earliest possible release date.
e) As per Commissioner's Operating Policy and Procedure (COPP) 2.3 Assessment and Sentence Management , offenders are assessed and referred to Family and Domestic Violence programs through the Treatment Assessment process, which is initiated as soon as practicable following sentencing for prisoners serving an effective sentence of greater than six months.
