commenced and completed?
(2) Given that the Minister stated on 4 December 2003 that a ‘review commenced in late 2002’ and was ‘being undertaken in-house’, what is the status of this review?
(3) If this review has not been completed, why has it not been completed?
(4) If this review has been completed, have any recommendations been made public, and if so, where are they available?
(5) In reference to Part 6, Section 32, paragraph two of the Act, has a report been tabled, or is a report scheduled to be tabled?
(6) Is the Minister aware of growing concerns within the community over the decreasing number of caravan parks and similar facilities in Western Australia?

(1) A review of the Caravan Parks and Camping Grounds Act 1995 commenced in late 2002 and is still to be completed. However, a National Competition Policy (NCP) review has been conducted which considers how the legislation impacts on competition within and between different sectors and a report has been completed under the NCP requirements. (2) A discussion paper is being prepared as the basis for consultation. (3) Priorities were directed to other important matters such as the extensive review of the Local Government Act 1995 and detailed reviews of seven sets of Regulations under this Act, development of an Official Conduct Amendment Bill, reviewing the Dog Act 1976, completing reviews of the Regional Development Commissions Act 1993 and the Local Government Grants Act 1978, commencing a review of the Control of Vehicles (Off-road Areas) Act 1978, in addition to dealing with numerous other policy and administrative issues. (4) N/A. (5) A report will be tabled in the Parliament when completed. (6)&(7) I am informed that there has been a decline in the number of caravan parks over the past few years. I will be taking advice from my Department of Local Government and Regional Development on the matter. For periods of high demand during the year, the Caravan Parks & Camping Grounds Regulations 1997 make provision for overflow areas for existing parks and also for the issuing of temporary licences. This matter may also be relevant to the Planning and Infrastructure portfolio and the Tourism portfolio. (8) This is a matter for the Minister for Planning and Infrastructure. (9)&(10) The Government receives advice on policy and planning matters from the Caravan Parks and Camping Grounds Advisory Committee, which contains representatives from key interest groups in the caravanning and camping field. The Committee is constituted under the Caravan Parks and Camping Grounds Act 1995. The Government recently included a new initiative for the 2005/06 Budget to provide for a 50% land tax concession for land used for caravan parks, park homes and camping grounds to assist the long term viability of these businesses.
