WA Health expenditure for hospital based services is provided by the State via an Activity Based Funding model.  This is used to fund any activity purchased from private providers and whilst the individual pricing mechanisms may vary between providers and contracts the underlying principal is always that the State receives value for money and that services are not more expensive when outsourced in this manner.
