(1) Yes
(2) Yes, all seniors who held a card prior to 31 March 2009 have until 31 May 2009 to apply and will be paid by 30 June 2009 if the details on their application are correct. Seniors joining the program from 1 April 2009 can apply but will not receive a payment until 2010.
