55. Ms R. SAFFIOTI to the Minister for
Transport:
I refer to the queries by the
Australian Securities Exchange to NRW Holdings about a spike in its share price
three days prior to it being announced as part of the joint venture to
construct the Forrestfield–Airport Link.
(1) How many
people in the minister's department and office were aware of the
decision prior to its public announcement?
(2) Has the
minister launched an inquiry or investigation into whether any agency under his
control acted upon the information about the joint venture prior to the public
announcement?
(3) Has the
minister or his agencies been contacted by the Australian Securities Exchange
in relation to this matter?

(1)–(3) A
probity process is involved in any contract that we undertake. The advice that
I have is that all due process was followed. I was advised, I think it was on
Wednesday afternoon, and have subsequently been advised that the successful
tenderer was notified following the close of business on Wednesday afternoon.
With regard to any activity that might occur on the stock market in a preceding
period, my understanding and experience of these matters is that that is a matter
for the Australian stock exchange to follow up. The member is trying to suggest
that someone internally within my department had something to do with it. If
the member has any kind of evidence, I ask that she puts it forward and I would
be more than happy to have it investigated.
