(1) Is the minister aware that according to the Premier’s climate change action statement, the Kwinana desalination plant is carbon neutral? (2) Does the minister consider this statement to be correct given that the renewable energy for the plant is not additional to renewable energy that has to be generated anyway under the commonwealth mandatory renewable energy target - MRET - scheme? I thank the honourable member for some notice of this question, the answer to which I provide on behalf of the parliamentary secretary representing the Minister for the Environment. (1) Yes. (2) The minister understands that the generally accepted meaning of the term “carbon neutral” is that the net greenhouse gas emissions from a product, activity or entity are zero. The minister’s understanding of the renewable energy used for the Kwinana desalination plant is, as advised by the minister representing the Minister for Energy in response to question 429 asked on Thursday, 7 June 2007, that the desalination plant purchases energy accredited by the Office of the Renewable Energy Regulator and that this electricity is sourced from the Emu Downs Wind Farm, which has no associated greenhouse gas emissions.
