Minister for Science and Innovation:
I refer to the ''Local Content Report'' of May 2012,
and the issue of pre-qualification to approved vendor status.
(1) Has the
Technology and Industry Advisory Council—TIAC—instigated the
project mentioned on page 8 of the report?
(a) If no to
(1), when is TIAC likely to commence; and
(b) If yes to
(1), at what meeting was this project discussed and what are its terms of
reference?
(2) Will the
minister table a time line detailing when consultants will be hired and
stakeholder engagement sessions held, and when it is estimated that the report
will be completed?

has been advised that the Western Australian Technology and Industry Advisory
Council has instigated the project mentioned on page 8 of the ''Local
Content Report''.
(a) Not applicable.
(b) The
minister has been advised that TIAC has discussed this project at numerous TIAC
meetings. The terms of reference appeared as part of the tender specifications.
The terms of reference are: identifying small and medium enterprises currently
providing services and technology, including equipment, to national and
international mining and energy companies operating in Western Australia;
providing a description of the services and technology required by mining and
energy companies; identifying the major factors that influence the
decision-making processes of mining and energy companies in relation to
engaging the SME sector for services and technology; identifying demand for new
services and technology to national and international companies operating in
Western Australia; identifying any barriers that will prevent SMEs from meeting
this demand and actions that may be required by the state to address such
barriers; and, developing strategies and recommendations for implementation by
the state government to enable existing and new SMEs to meet this demand.
(2) The
minister has been advised by TIAC that consultants have been hired and
stakeholder consultations will commence in the next week. The project is
expected to be completed by November 2012.
