I refer to an email from Mr Wayne Astill dated May 29, 2003 concerning Kalgoorlie Cement Works pollution and environmental problems operated by Mr Mark Posa addressed to Mr Chris Right -
(1) Given that Kalgoorlie Consolidated Gold Mines (KCGM) Pty Ltd are a management company specifically set up to manage mining operations for joint venture partners Newmont Australia Limited and Barrick Gold of Australia with their super pit open cut operations and not in the business of noise acoustic consultancy and concrete products manufacturing at the premises of corner of Wilson and Oberthur Streets, can the Minister explain how the Department of Environmental Protection can firstly permit and then accept KCGM conducting noise monitoring and then rely on that information?
(2) If no to (1) why not?
(3) Can the Minister state how much in monetary terms if any is Kalgoorlie Cement Works(KCW) paying Kalgoorlie Consolidated Gold Mines Pty Ltd to undertake noise monitoring at the Kalgoorlie Cement Works given that it was reported in the
Kalgoorlie Miner
newspaper March 28, 2003 that a consultant would cost more than $20 000 dollars?

(5) Does the Kalgoorlie Cement Works supply concrete products produced from the premises to KCGM?
(6) If no to (5) why not?
(7) If yes to (5) how much in tonnes and in monetary value has been supplied in the last 12 months?
(8) Did Departmental officers suggest verbally or encourage the owner or operator of Kalgoorlie Cement Works to get KCGM to undertake noise monitoring at the KCW premises ?
(9) If yes to (8) on what date did this occur and can the Minister explain the reasons why?
(10) Is KCGM undertaking noise monitoring at the KCW premises because Mr Chris Right has placed embarrassing photographic evidence of dust and fumes being emitted as pollution from KCGM’ super pit mining operations with criticism aimed at the Department of Environmental Protection on his website?
(11) If yes to (10) can the Minister explain the reasons why?
(12) If no to (10) can the Minister specifically explain in detail how it came about that KCGM are undertaking noise monitoring on KCW’s behalf and that those results for the cement works would be submitted to the DEP?
