QuestionView source ↗
(1) Will the minister table the following information - (i) the schools to which notification has been sent indicating that the crosswalk attendants will be removed; (ii) those crosswalks that are now without crosswalk attendants; and (iii) the schools to which notification has been sent, other than Winthrop Primary School, which have provided information as to why their crosswalk attendants should be retained? (2) Will additional funds over the $2.5m currently allocated to the crosswalk attendant program for 2000-01 be required to restore crosswalk attendants to any of these schools? (3) Will the minister advise whether a traffic flow study has been undertaken to determine placements of school crosswalk attendants; and, if yes, will the minister table it? (4) Can the minister advise how much of the road trauma trust fund was used to fund crosswalk attendants in 1998 and 1999? (5) Why have no road trauma trust funds been provided for this purpose in the current budget? Hon PETER FOSS

I am very pleased to answer this question, because as part of the question I intend to table a rather large bundle of documents. I thank the member for some notice of this question. (1) (i) The approvals for withdrawals of children's crossings are at different stages of implementation. However, 61 type A traffic wardens have been approved by the Police Service for withdrawal as a consequence of not meeting the "warrant" criteria established by the former Government in 1992. For the assistance of members, I table those criteria. [See paper No 118.] Hon PETER FOSS: During the same period of the review, four new traffic wardens have been appointed to new or upgraded crossings. (ii) Those children's crossings that are now without traffic wardens have been offered the opportunity of providing information to support a case to retain their wardens if they feel the review did not consider aspects outside the criteria. (iii) The number of primary-aged pedestrians at Winthrop has increased significantly since the decision to withdraw the traffic warden was made. Further assessments are presently being made at the Winthrop crossing. If it is determined that the crossing satisfies the "warrant" criteria, the type A traffic warden will be reinstated. In accordance with the minister's public announcement regarding the review of traffic wardens, he has extended the employment of type A traffic wardens at the following locations: Gosnells - Fremantle Road near Prince Street; Morley - Morley Drive near Byfleet Street; and Riverton - Corinthian Road near Veronica Street. The extension is for one month for the purpose of allowing the school to apply for a type B traffic warden; and, if the school is of the opinion that a type A traffic warden should be retained, to provide the relevant justification. (2) No. (3) Traffic flow studies are an integral component in the assessment process relating to the placement of traffic wardens. The traffic flow studies utilised are specific to individual crossing locations and have been undertaken by Main Roads WA and, in some instances, the Western Australia Police Service. A consolidated document is not available for tabling as a consequence of the traffic flow studies being specific to individual crossing locations. (4) $76 000 in the 1998-99 financial year. (5) The Road Safety Council has previously considered funding traffic wardens through the road trauma trust fund. However, the council determined that it should be the Government that provides additional funding for traffic wardens and not the Road Safety Council through the RTTF.

The extension is for one month for the purpose of allowing the school to apply for a type B traffic warden; and, if the school is of the opinion that a type A traffic warden should be retained, to provide the relevant justification. (i) the schools to which notification has been sent indicating that the crosswalk attendants will be removed; (ii) those crosswalks that are now without crosswalk attendants; and (iii) the schools to which notification has been sent, other than Winthrop Primary School, which have provided information as to why their crosswalk attendants should be retained?
