What is the Government doing to attract more young people into apprenticeships? Mr A.J. CARPENTER
AnswerView source ↗
I thank the member for Peel for the question. This is a very exciting area in Western Australia right now. The Western Australian economy is booming. The situation is that industry needs, and is calling out for, more people to go into a whole range of skilled areas - apprenticeships, traineeships and so on. Industry leaders have come to government to ask whether they can be involved in partnerships to attract apprentices and trainees into their industry. They have echoed the remarks that the Government has made, and that the Premier made in this place today, that the days of leaving school at the ages of 14 and 15 and picking up an apprenticeship are over; they are gone. They want young people who are more mature, can make sound decisions and judgments, and have more to contribute from day one. Some very exciting partnership programs are going on with industry. Among them is one that has been driven very much by the member for Peel, who has basically drawn together a group of people in the building and construction industry, the automotive industry, metals engineering and the food trade, to establish what we call the school apprenticeship link program. We are piloting it in Kwinana, Bunbury, Kalgoorlie and Collie. Opportunities are opening up for young people in those areas to become involved in apprenticeships while they are still at school. It offers year 11 students access to real apprenticeships, and then real jobs for them are guaranteed at the end of the process. The member for Peel has done the bulk of the work on this program and used his influence to bring together people in industry with people in unions to get the program going. On first indications, we expect a minimum of 500 students to participate next year. Year 11 students will do a family of trades program to get a taste of different areas so that they can decide which area they like the most. The following year, they will complete one term of intensive off-the-job study at TAFE, before being placed with an employer as a fully indentured apprentice. In a restructured training program, the students will finish their apprenticeship, in just three years, as fully qualified tradesmen. This operates not only in the metropolitan area but also, very importantly, in regional centres. The magic of this will really be felt in regional centres. In Kalgoorlie, John Bowler, MLA, the member for Eyre, has been instrumental in securing a commitment from local industry to take on 60 apprentices. In Bunbury, Tony Dean, MLA, member for Bunbury, has met with local industries, and they have committed to 100 apprenticeships for the students participating in the pilot. In Perth recently I hosted an industry leaders forum at which we discussed this program. Those who have thrown their support behind this program and who have committed to taking on young people include John Flecker from Multiplex Constructions Pty Ltd, Dale Alcock from Dale Alcock Homes, John Hughes from the Skipper group and John Rothwell from Austal Ships Pty Ltd, as well as many others. The Government is bringing together all these parties. The difference between the Government and the Opposition is stark. I have something that will demonstrate just how stark that difference is. I warn opposition members: if they do not want to know the score, look away now! This is a graph showing the number of apprentices and trainees in Western Australia. The blue line represents the number of apprentices and trainees under the previous Government. The patient was etherised upon the table! A new Government with a bit of get up and go came to power and look what happened - the line went right off the scale. It does not end there; there is more. If members opposite still do not want to know the score, they know what to do. The number of 15 to 19-year-old apprentices and trainees is unprecedented in Western Australia. There has never been anything like it in Western Australia. Members can see what happened to the blue line. Zilch. The patient was etherised upon the table! Aboriginal school-based traineeships have a great deal of power to transform country communities, and they are happening. It is the same story with school-based traineeships in general. Finally, to wrap up my little soliloquy, and to reflect the Premier’s remarks, this is the most damning graph members will ever see of a government performance. The blue line represents useless; the red line represents us. The blue line indicates that the previous Government did not care about education in Western Australia. Look at it. There was a dramatic decline in the number of young people staying on to year 12 under the previous Government. Members of the previous Government did not care, and they still do not. They do not get it. They do not know what it is about. They do not know that this is the primal factor that can drive change in a community. We are doing it; they could not do it. The figures are on their way up. Under this Government the future of Western Australia will be improvement and dramatic change in the potential for young people to fulfil their ambitions. The story is a great story. If one thing stands us apart from the alternative Government, it is this area. Western Australia has a great future, but not under that lot opposite.
