LESBIAN AND GAY LAW REFORM BILL
Given the controversial nature of the Acts Amendment (Lesbian and Gay Law Reform) Bill introduced into this House yesterday, which deals with such socially divisive issues as enabling lesbian couples to access in-vitro fertilisation treatment and same-sex couples to adopt a child, and lowers the age of consent to 16 years for homosexual males, will the Premier undertake to allow the Bill to lie on the Table of the House during the Parliament’s summer recess to ensure that the whole community is afforded an opportunity to be consulted and to debate the proposed changes. Dr GALLOP

I remind the Leader of the Opposition - because he seems to have forgotten - that we had an election in February. At that election this Parliament was elected. It was not elected to sit around and do nothing; it was elected to pass legislation. Mr Barnett: Did you campaign for gay couples to adopt a child? Dr GALLOP: We campaigned for the equality of all Western Australians. Mr Barnett: Did you campaign for the adoption rights of gay couples? Dr GALLOP: We did indeed; we campaigned for the equality of all Western Australians. Mr Barnett: You did not campaign on that. Dr GALLOP: This is the new, progressive, forward-looking Liberal Party that the Leader of the Opposition said he would create on becoming Leader of that Party. Is it not time that as a community we accepted the fact that there are people in the community who are bisexual, homosexual and have a different approach to the way they live their lives? Is it not time that we accepted the fact that those people live in our community? As far as I am concerned, those people are human beings, with flesh and blood, with ideas, with a contribution to make to the community and they deserve to be treated equally under our system of law. Mr Day: What about children’s interests? Dr GALLOP: Of course children have interests. They have very important interests and those interests are taken into account in our legislation. It is time for Western Australia to move forward. It is time for Western Australia to establish the equality of all people. Do members know what establishing the equality of all people will do to them? They will be able to get up in the morning and go out and about doing the things they do, knowing that everyone in their community is on a level playing field in regard to their aspirations, beliefs, sexuality and the way they go about their lives. That is the type of society I want to live in and that is why we have introduced legislation on this matter. That legislation will be debated in the Parliament like all legislation. The Labor Party stated its position at the election and introduced legislation in the Parliament. That legislation will go through the procedures of this House and be considered properly, and the same will happen in the other House. That is our system and that is the system we will use to deal with this legislation.
