CROWDICITY CONTRACT
722. Hon SIMON O'BRIEN to the Leader of the House
representing the Premier:
Madam President, I am sorry I was
not immediately available; I was just dealing with a troublesome constituent!
I
refer to contract PSC86626 issued to Crowdicity, a United Kingdom–based
firm, by the Public Sector Commission for the provision of an idea
management system solution.
(1) Was the Premier or anyone in his
office briefed on this issue before the PSC went to tender?
(2) If yes to (1), who was briefed
and on what date?
(3) If no to (1), was the Premier or
anyone in his office briefed prior to the awarding of the contract?
(4) If yes to (3), who was briefed
and on what date?
(5) Can the
Premier advise whether the awarding of this contract to a UK-based firm is
consistent with his local jobs act?

thank the honourable member for some notice of the question. The Public Sector
Commission advises the following.
(1) No formal briefing was provided.
(2) Not applicable.
(3) No formal briefing was provided.
(4) Not
applicable. A note on idea management system solutions was included in the
estimates hearings file for the recent estimates hearings.
(5) The contract
is compliant with public sector procurement policies and procedures, and the
process was supported by the Department of
Finance. For the member's information, under the previous Liberal–National government, at least five agencies had, or continue to have, contracts for idea
management solutions with a total value of more than $930 000. Details are
publicly available on the Tenders WA website. Other agencies may have had
similar contracts for under $50 000 and therefore contract details are not
included on Tenders WA.
