972. Hon Dr Steve Thomas to the Leader of the House representing the Minister for
State Development:
I refer to the state
government's domestic gas reservation policy, under which 15% of a project's reserves
are supposed to be set aside for the local market.
(1) Which departments or
agencies and which ministers currently have regulatory oversight of the
domestic gas reservation policy?
(2) What compliance regimes and structures are
applied to producers to ensure that 15% of a project's reserves are quarantined
for the local market, and what changes have been made to them in the last two
years?
(3) What percentage of the state's gas production
has been delivered to WA users under the domestic gas reservation policy in
each of the financial years from 2020–21 to 2024–25?
(4) Has the government explored or proposed any
changes to the latest version of the domestic gas reservation policy and, if
so, what changes have been discussed, when and with whom?

I thank the
honourable member for some notice of the question.
(1) The Department of Energy and Economic
Diversification is responsible for the enforcement and implementation of the
domestic gas reservation policy. The Minister for State Development oversees
the domestic gas reservation policy.
(2) Producers are required to enter into state
agreements, state development agreements and/or domestic gas commitment
agreements with the state, which impose domestic gas reservation obligations.
No changes have been made to the existing agreements in the last two years.
(3) The WA Gas Bulletin Board publishes
information on domestic gas production and can be used to ascertain information
on supply under the domestic gas reservation policy since 2013.
(4) No.
