The minister outlined a number of conditions on the compromise to allow the Burswood Casino to build a new, larger, high-roller gambling room that will permit smoking. (1) How will these conditions be made public? (2) The Minister for Health stated that the first condition was that the world’s best smoke-extraction technology must be used to reduce the incidence of smoke. How will the minister ensure that condition is met, and what penalties will be imposed if it is not? (3) The minister said that no worker will be compelled to work in the new high-roller room. How will this be enforced? (4) The minister said that regular medical tests of croupiers will be undertaken. How will that testing be administered, to whom will reports on defaults be given and what plans does the minister have in place to address any defaults with Burswood’s management? (5) As cotinine is the biomarker for nicotine, will WorkSafe Western Australia use pre and post-shift cotinine testing on staff who work in the Burswood high-roller room; and, if not, what testing will be undertaken to measure staff exposure to passive smoke? Mr J.A. McGINTY

(1)-(5) I announced on 23 August the conditions that will need to be met by Burswood Casino as part of the international room smoking exemption, and I conveyed those conditions to Burswood by letter on 25 August. The details of how those conditions are to be met will be the subject of ongoing discussion and resolution.
