COCKBURN CEMENT — DEPARTMENT OF ENVIRONMENT
REGULATION — PROSECUTION
440. Mr F.M. LOGAN to the Minister for
Environment:
I have a supplementary question. If
the minister will not take responsibility, as he should under the Westminster ystem,
for this disaster within his own department, will he hold somebody responsible
for this travesty in that the case collapsed because of lack of technical
information minutes before it was supposed to start and four years after the
event occurred?

I do not think that was a
supplementary question; it was a very different question from the initial one.
Mr
F.M. Logan : Will you be held responsible or will someone in your
department?
The
SPEAKER : Member for Cockburn!
Mr
A.P. JACOB : That gets to the nub of the issue; will I have personal
involvement in a matter that has been taken before the courts? That boils down
to the question: will I, as minister, act in direct contravention of the act
that I am charged with the carriage of?
Mr
F.M. Logan interjected.
The
SPEAKER : Member for Cockburn!
Mr A.P. JACOB : If
the question is whether I will act in direct contravention of section 114 of
the act that I have carriage of, the answer is no. However, a lot of work has
been done by this government to inform the member for Cockburn and to work with
him on issues to do with Cockburn Cement. We will continue to work with the
member and the local community on it. I am only too happy to take detailed queries
about the Cockburn Cement issue on notice.
