I am sure that all that will be undertaken in relation to the
necessary construction of Roe Highway stage 8 will be done appropriately and
according to the relevant Western Australian legislation.

is a little surprising that the Western Australian Labor opposition would raise
questions about planning and the planning system in relation to Roe Highway
stage 8 and transport routes in the Fremantle area, because when it was in
government, the Fremantle eastern bypass was deleted from its metropolitan
region scheme.

reservation had been in the metropolitan region scheme since it was first
established in 1963. The properties had been acquired over a long period by
successive governments. There had been bipartisan support for proper and
orderly planning in relation to major transport routes around the Perth
metropolitan area.

deletion of the Fremantle eastern bypass from the metropolitan region scheme —

and the necessary extension from Roe Highway through to the Fremantle eastern
bypass was absolute planning vandalism. It was irresponsible. This issue came
up in a discussion that I had on planning issues in the broader Fremantle area
last week in which a senior member—I certainly do not intend to name
the person; that would be completely inappropriate, but somebody significant in
the planning system in Western Australia—was required to be involved in
that planning vandalism at the time at the orders of the then Minister for
Planning and Infrastructure, Alannah MacTiernan, and the Labor government, who
had, in my view, manipulated the planning process and stacked the planning
commission to get the outcome that they wanted. The word that was used, in an
unsolicited way, was that it was ''awful''. It was an awful
process, and people involved in the planning system, involved in Main Roads and
in the Department of Transport, were disgusted at the approach that was taken
by the Labor Party when it was in government. This government follows proper
and orderly planning principles and we are not going to act in the reckless way
in which the Labor Party did when it was in government.
