I refer to the proposed development of the Bunbury Outer Ring Road (BORR), and I ask: (a) has a business case been development or provided to Infrastructure Australia: (i) if no to (a), why not; (b) is yes to (a), will the Minister table the business case: (i) if no to (b), why not; (c) what alignment options have been considered or are being actively considered for the BORR: (i) will the Minister table all alignments considered and, if not, why not; (d) what feedback has Main Roads received with regards to the proposed options: (i) will the Minister table this feedback and, if not, why not; (e) has the Western Australian Planning Commission endorsed or supported any of the proposed alignments: (i) if yes to (e), which one(s) and on what date; (f) is the BORR subject to an environmental approvals process; (g) if the BORR is approved, what environmental impacts of significance will be faced by the Western Ringtail Possum or Carnaby's Black Cockatoo; (h) how much land will need to be re-acquired for the construction of the BORR and at what cost to the State; (i) what issues have be raised by local communities with regards to the alignment of the BORR; and (j) how has the department responded to the concerns in (i): (i) will the Minister table this correspondence and, if not, why not?

(c) A revised alignment for the northern section of the BORR (between Forrest Highway and Boyanup Picton Road) was supported by WAPC in May 2018. The remainder of the BORR alignment has been in the Greater Bunbury Region Scheme, and its predecessors, since the 1980s. The southern section of the BORR road reserve through Gelorup impacts upon Matters of National Environmental Significance. As a result, an alternative corridor is being investigated to assess whether there is a feasible alternative with lower environmental impact.

(d) As part of the Alignment Selection Study for the northern corridor, prior to an alignment selection decision being made, targeted consultation was undertaken with key stakeholders including the Department of Planning, Lands and Heritage; the local governments of Bunbury, Capel, Dardanup and Harvey; Bunbury Ports; the South West Development Commission and the Bunbury Wellington Economic Alliance; potentially impacted landowners; and the Meadow Landing community.

(g) The BORR impacts Matters of National Environmental Significance. Detailed site surveys are being conducted as part of the preparation of environmental referrals for the project.
(h) Land requirements will be determined as part of planning and project development.
(i) Issues raised by the community with regard to the alignment include business impacts, land and community severance, property values, environmental impact, access (including bush fire safety) and amenity issues including noise, lighting and visual impact.
(j) Main Roads has established two Community Reference Groups (CRGs) for the project – one for the northern and central sections and one for the southern section. These groups have each met twice and provide a forum for planning and development work to be shared with the community and for feedback to be captured in order to inform this process. Wider public consultation including a project newsletter and four community information sessions across Greater Bunbury are proposed during October 2018.
