Mr. Ripper questions the government's inconsistent approach to project development, suggesting decisions are based on political expediency rather than merit. Mr. Barnett deflects, stating the Leighton Beach project isn't his portfolio and blames zoning issues.

What is the essential difference between the Government’s reneging on the preferred development option for Leighton Beach and moving from the preferred gas proposal to tidal energy for the West Kimberley power procurement process? Is it not simply that one project is unpopular in the minister's electorate and the other project is unpopular in someone else's electorate? Mr BARNETT

I thank the member for the question - nice try! The Leighton Beach project is not within my ministerial portfolio, although I have a direct interest in it. The Leighton Beach proponents were selected under a tender process that was conducted by Westrail. A group called Leighton Shores Pty Ltd was selected under that process and it still holds that position; it is the preferred bidder. Ms MacTiernan: You are changing the ground rules. Mr BARNETT: No, it is the preferred bidder for a development which - Ms MacTiernan interjected. Mr BARNETT: Just dry up for a little while; the member for Armadale is such a puerile little person. Dr Gallop: Is the project the same or not? Mr BARNETT: Leighton Shores is the preferred bidder for a project that would require zoning changes at the state and local level. They have not taken place. If members want to ask any further questions about energy and power procurement, I will be delighted to answer them to the best of my ability.
