(1) Public interest and value for money assessments will be undertaken on all public private partnership (PPP) projects in line with the National PPP Policy and Guidelines. PPPs will only be pursued in Western Australia where they are in the public interest and represent value for money.
PPP contracts will be drafted in a way that ensures accountability in the provision of government infrastructure and services. Under the
Financial Management Act 2006
, the Auditor General will have the power to scrutinise PPP arrangements. PPPs will also be subject to the accountability and transparency measures of the
State Supply Commission Act 1991
.

(a) This is a matter for the Auditor General to determine.
(b) This is a matter for the Ombudsman to determine.
(c) PPPs will be subject to the provisions of the
Financial Management Act 2006
and the
State Supply Commission Act 1991
.

(3) Yes. The Government signed up to the National PPP Policy and Guidelines at the November 2008 Council of Australian Governments meeting. The National PPP Guidelines provide a national framework for the delivery of PPP projects. National Competition Policy was a microeconomic reform with the aim of creating a more efficient economy. There is nothing in the National PPP Policy and Guidelines that is inconsistent with National Competition Policy.
