Transport:
I refer to the answer the minister just gave that he will not give the
go-ahead for any more electronic billboards, and to the fact that the
government has entered into a 10-year contract with APN Outdoor for eight
electronic billboards.
(1) What is the financial exposure to the state under the 10-year
contract?
(2) If there is early termination of the contract, what amount will the
state be liable for?
(3) Is the state liable for any lost revenue to APN?

(1)–(3) I did not say that we would
not proceed with billboards full stop. I did say that I would not allow them to
be commissioned until I am fully satisfied that they are safe. The advice I
have received from the department is that it believes that some of the critical
issues with the billboard at Bull Creek station were around its illumination
and the frequency of the ads; they were too fast. There was also a question
around the location of that billboard near a merge point. Some changes are
being made to merging lanes along the freeway. One of the initiatives that the
government is undertaking as part of building smarter roads and utilising our
existing infrastructure in a smarter way is around the merging of our traffic.
It has long been recognised that Western Australians are not good at merging.
We are adopting a UK model that has been rolled out in Victoria to ensure that
we roll out better, smarter roads for Western Australia. As we go through that
process, the Bull Creek site is going to be totally out of the question. With
regard to other sites that are off to the side, the Department of Transport
believes that billboards can be implemented safely at those sites, but I want
to be fully satisfied of that through an independent audit report. As far as I
am concerned, we will be proceeding, but I am waiting to be fully satisfied
about their safety before I allow that to occur.
