I refer to recommendation 32 in the Perth Hills fire inquiry, and I ask:
(a) at what stage is the implementation of this recommendation; and
(b) if not finalised why is it that Fire and Emergency Services Authority could not have finalised its plans on traffic management and access and egress by bona fide residents to areas that are evacuated?

The Fire and Emergency Services Authority advises:
(a) A report regarding Recommendation 32 (TOR 4 and 5) was tabled at the State Emergency Management Committee (SEMC) meeting on 13 March 2012.
(b)A multi-agency working group was formed to analyse the WA arrangements against agreed best practice.
The working group accepted that Western Australian traffic management arrangements during emergencies met the principles of the Victorian system developed in response to the 2009 Victorian bushfires. Further, the working group extended its brief to include investigation of an "all hazards" emergency management approach for access and egress by bona fide residents during response and recovery phases of an emergency.
