312. Hon DARREN WEST to the Minister for
Aboriginal Affairs:
I refer to the 2011–12 budget
for the Department of Aboriginal Affairs and, in particular, the statement that
the department has received $2.3 million in royalties for regions funding over
two years for a governance and leadership development program.
(1) Has the department received the
$2.3 million from royalties for regions; and, if not, why not?
(2) Has the governance and
leadership development program been developed; and, if not, why not?
(3) If yes to (2), which Indigenous
leaders and organisations have endorsed the program?
(4) Has the
framework for governance reform in the Kimberley and Pilbara been established;
and, if so, when was this established?
(5) If no to (4), why not?

The business case for the program is still being finalised and must be
acceptable to both the Minister for Aboriginal Affairs and the Minister for
Regional Development. The business case is awaiting final sign-off from the
Department of Regional Development and Lands. Endorsement from Indigenous
leaders and organisations has not been formally obtained; however, consultation
at the development stage of the program was conducted with a number of
Indigenous organisations including the Kimberley Land Council, Pilbara Native
Title Service, Kimberley Aboriginal Law and Culture Corporation, Kimberley
Language Resource Centre, attendees of the Pilbara Futures Forum, native title
prescribed body corporates and native title claimant groups.
(4) No.
