In March 2000 a review of the Swan Valley Planning Act commenced. The stakeholder consultation lead to over 50 submissions being received. A key issue in the submissions related to the future planning of the "Area D" rural village precincts. Since this submission period I have outlined the future direction of the Area D rural village precincts: the Hearne Hill precinct is to be transferred to Area C; the Caversham Precinct is to be excised from the Act and rezoned Urban Deferred or Urban under the Metropolitan Region Scheme; and the Middle Swan precinct is to be the subject of a further study to examine the potential for limited urban development. My decision is respect to these precincts will be incorporated into the review of the Act. It is anticipated that amending legislation will be introduced into Parliament in the latter half of this year.
