(1) Can the Minister explain why the DoE believes the final approved seepage and groundwater management plan dated September 29 2005 will be an ‘evolving document?
(2) If no to (1), why not?
(3) Can the Minister explain how the final seepage and groundwater management plan dated September 29 2005 establish a framework to manage seepage?
(4) If no to (3), why not?
(5) Can the Minister explain why the final seepage and groundwater management plan dated September 29 2005, doesn’t clearly focus on preventing lateral horizontal movement of the seepage emissions from the Fimiston I and Fimiston II tailings dams onto Prospecting Licence 26/3126 and P26/1848 and the surrounding country downstream?

The Minister for the Environment: Science has provided the following response: The following is correct as at 22 December 2005. (1) As KCGM achieve the objectives of the Seepage and Groundwater Management Plan, the Department of Environment (DoE) will progressively review and implement appropriate targets and limits through licence conditions. For instance, the document will need to be revised by KCGM when they provide information on historical groundwater levels. KCGM have committed to providing this information by 31 March 2006. This has implications for longer term groundwater management at the site. Also the document will need to be revised once the review of vegetation monitoring has been completed by 28 February 2006 (2) Not applicable. (3) Yes. The DoE has given advice that the primary aim at KCGM should be to maintain, where practicable, groundwater levels to prevent vegetation deaths.
