I refer to your statement on the 22 October 2009 in this House, when answering question No.1054 - School-Based Apprenticeship System, that you had asked the Department to look at changes to and more flexibility for apprenticeships as well as more institution-based apprenticeships, and I ask -
(1) What changes, has the Department recommended?
(2) How will it provide more flexibility for apprenticeships?
(3) Has the Department looked at more institution-based apprenticeships?
(4) If yes to (3), what is the result?
(5) If no to (3), when will it look at more institution-based apprenticeships?

(1) The Department has not recommended changes yet but is currently considering more flexible apprenticeship delivery options to complement traditional apprenticeship training. To this end, the Department is considering conducting a pilot program to determine the best method of building flexibility into apprenticeship training. The State Training Board and Training Councils are also considering more flexible delivery options for apprenticeship training.
(2) More institutionally based delivery would allow people the option of training when employers reduce their employment of apprentices.
(3) Yes, see (1) above.
(4) There is no result as is still under consideration.
(5) Not applicable.
