Will the Minister provide a list of all activities undertaken by prisoners in West Australian jails including all sporting and recreational activities, but not work related activities, outside of prison grounds so far this financial year and for the 2002/2003 financial year including the date and location of each activity, the security rating of the prisoners undertaking the activities and the respective prisons in which they were residing?

The Section 94 program is a program implemented pursuant to Section 94 of the Prisons Act 1981 (WA), and the activities in the program are defined as: community work; charitable or voluntary work; work associated with the operation of the prison; sport; religious observance; or any other activity approved by the Minister. Participation in Section 94 activities is considered an integral aspect of Prison Management in terms of reparation, rehabilitation and reintegration. It is an important part of the Department of Justice?s re-entry strategies. Participating prisoners are encouraged to engage in programs, education and activities (including sport and other recreational activities) with the aim of reducing the risk of re-offending and increasing their potential for reintegration into the community. Only persons whose absence from prison would pose a minimum of risk to the security of the public and who are rated minimum-security may be considered for participation in a Section 94-activity program. The Department has undertaken a review of the Section 94 program due to two recent events in which some prisoners from the Eastern Goldfields Regional Prison participated in supervised air rifle activity at the local Police & Citizens Youth Club Centre on 18 March 2004 and 25 March 2004; and the escape of a prisoner from Karnet Prison while attending an indoor cricket game at the Fitzpatricks Sports Centre in Maddington on 2 June 2004. As a result of the review the recreational rifle shooting activity has been discontinued as a part of the Section 94 program. In addition, golf at Burswood Park Public Golf Course was earlier ceased following my intervention. The Department has developed new criteria and processes in relation to the program and accordingly a new Director General?s Rule and Policy Directive has been developed.
