Years service’s Wyndham grant be re-tended in 2015/16 financial year; (b) how were the submissions to the Aboriginal Early Years service’s Wyndham grant assessed; (c) within the Department of Local Government and Communities, is there a board or group of people who assesses the grant applications; (d) who sits on the assessment board; and (e) do the assessment board members have any understanding of the Wyndham area and the organisations in Wyndham?

(a) No
(b) The submissions were assessed in accordance with the Community Services Procurement Practice Guide - A Guide to Funding and Contracting with the Community Sector for Public Authorities.  Specifically, an assessment panel was established, members provided with a community service evaluation handbook, evaluation of offers undertaken and an evaluation report developed.
(c) An assessment panel is established for each tender process.
(d) The establishment of an assessment panel is mandatory for each tender process. The make-up of the assessment panel reflects the nature of the services being tendered. A senior officer from the Community Funding Unit of the Department of Local Government and Communities chairs the evaluation process.
(e) Yes.  The assessment panel for the Aboriginal Early Years - Wyndham included staff who were familiar with the region including the services currently available and being delivered within Wyndham. The assessment panel for this tender included a Senior Funding Officer, Senior Practice Development Officer - Aboriginal Early Years and two Program and Funding Officers.
